MEETING DATE CHANGE
FOR ROSSMOOR INCORPORATION
The LAFCO public hearing date and meeting
location for the proposed Rossmoor Incorporation has
been CHANGED from Wednesday, June 18, 2008, to Thursday,
May 22, 2008. The hearing will be held in the
City of Santa Ana Council Chambers located at 22 Civic
Center Plaza, Santa Ana, CA at 9 AM. If you have

Background
On April 10, 2007,
the Rossmoor Community Services District (RCSD) adopted
a Resolution of Application to initiate proceedings
to incorporate the community of Rossmoor. On July 18,
2007, the RCSD officially filed an incorporation application
with the Orange County Local Agency Formation Commission
or LAFCO. LAFCO is the agency within Orange County responsible
for reviewing all city and district boundary changes.

Proposed Incorporation
Comprehensive Fiscal Analysis(CFA)
A comprehensive fiscal analysis (CFA) that evaluates
Rossmoor's financial feasibility as a city has been
prepared by LAFCO. The Public Review Draft of the CFA
was released on February 25th. Please click on links

Please note
that the public review period (February 25th through
April 11th) for the draft CFA is now closed.
Prior to the May
22nd LAFCO Public Hearing, the Public Hearing
Draft CFA will be released. This draft will
include revisions to the Public Review Draft CFA
and the "Response to Comments." Be sure to
check back in at our website for posting of this document.
.Rossmoor
Incorporation Workshop
On March 12th, LAFCO held a public hearing/community
workshop in Rossmoor to present the Draft Comprehensive
Fiscal Analysis and receive public comments on the proposed
incorporation. The workshop took place at the Rush Park
Auditorium and hundreds of residents were in attendance.
