The Local Agency Formation
Commission (LAFCO) is an independent government agency that
approves incorporations. LAFCOs are established in each county
by the Cortese-Knox-Hertzberg Local Government Reorganization
Act of 2000 which controls local agency formation, annexations
(the addition of territory to an existing city) and incorporations
(creation of a new city).
